The medal has been founded according to the governmental decree from September, 27th, 1928.
Intended for rewarding persons which for the past ten years (since November 1918 till November, 1928) faultlessly executed military and a civic duty (served in the Polish armed forces or, at least, 5 years worked in the state either local authority or other public institutions).
The first rewarding by a medal took place on November, 3rd, 1928.
The medal round in diameter 35 mm, was made of bronze.
